Gentlemen's League Baseball Rules

The goal of this league is to create a realistic baseball experience utilizing OOTP 16. The league will sim four times a week using a Monday, Wednesday, Friday, Sunday sim schedule. Exports will be due by 10:00 p.m EST.

Commissioner Responsibilities
1. Run Sims
2. Upload new league files
3. Maintain website and forum's
4. Listen to questions and concerns anyone may have

GM Responsibilities
1. Export for weekly sims
2. Maintain activity, must export every two weeks to maintain a spot in the league, except in cases of vacation or other reasons.

League Recommendations
As a league our main forms of communication will be done here on the forums and through aim. It is recommended to use aim but not required.

Player Actual Rating Scale: 20-80
Other Player Rating Scale: 2-8
Overall/Potential Rating Scale: 20-80
Show Ratings > Max: No, Cut Off
Show Potential < Actual: No, adjust
Overall rating based on AI Evaluation, not pure ratings: Yes
Owners Goals Disabled
Delayed Injury Diagnosis: Disabled
Batter Aging Speed: .350
Batter Dev Speed: 1.000
Pitcher Aging Speed: .350
Pitcher Dev Speed: 1.000
Talent Randomness: 125

Financial Settings
Owner Controls Team Budget: No
Cash Maximum: None
Luxury Tax: 20%
Budget Floor: 50% of 5 highest budgets

Trading
Commissioner has the ability to veto any trade deemed unreasonable
Veterans can exercise 10/5 rights
The trade deadline will be July 31st
Draft picks Rounds 1-5 of the current year can be traded
Recently drafted players can be traded as soon as they are signed.
Cash and/or Salary eating cannot exceed the highest salaried player in a deal. I.e. Player makes 10 million for the year, cash included cannot exceed 10 million, same with salary eaten.
Trades cannot exceed budgets.
Newly signed free agents may not be traded until after July 1st of the following season.
International free agents can be traded at any time.
PTBNL are not allowed

Contracts
Players with lower than 3 years of MLB service cannot be given multi-year extensions.
Team options can only be given for the last two years of any deal and must include a buyout of 25%

Incentives are permitted but they must not exceed the following:

Batters
- Plate Appearance: 550
- Games Played: 150

Starting Pitchers
- Games Started: 25
- IP: 200
- Games Finished: 5

Relief Pitchers
- Games Started: 0
- IP: 75
- Games Finished: 50

Vesting Options are permitted but they must not exceed the following:

Batters
- Plate Appearance: 550
- Games Played: 150

Starting Pitchers
- Games Started: 25
- IP: 200

Relief Pitchers
- IP: 75
- Games Finished: 50

Drafts
Amateur draft will be held on June 6th or on a Monday in June
Rule 5 draft will be disabled.

Miscellaneous
Career ending injuries will be reset to 500 days

Winter Meetings
During the off-season we will open up for ideas for rule changes

Cleveland Indians have agreed to the rules.

I wanted to put this out there on here, is it possible that we wait to do any negotiations trade wise until all teams have their GM established? just to make it fair for everyone.

I don't really see a need for that per se, it's in everyone's best interests to wait until every GM is filled so they will have more interest and offers and possibly a better return soooooo you're just hurting yourself if you trade before the league is full because you're missing out on potentially better offers. But I want to hear other people's thoughts, you may be right!
